**Ce projet est issu des travaux des élèves du Master Urban Governance, Policy and Planning, spécialité Governing the Large Metropolis (GLM) de 2024-2025 :**

More than half of the world’s population now lives in cities, and urban areas keep expanding. By 2050, we could be adding the equivalent of New York City’s floor area every month. The way we plan and build our cities today will shape how well we respond to the climate and housing crises in the decades ahead.  
  
Urban planning, while not a direct source of emissions, is a powerful enabler of climate action. It provides the legal and spatial framework through which cities can reduce emissions, build resilience, and ensure equitable access to housing, mobility, and green space. Yet too often, planning policies remain disconnected from climate targets.  
  
In this project, students contributed to mapping cities’ land use policies and analysing how 43 cities across Latin America, North America, and Africa are progressing on six key High Impact Actions (HIAs) for climate-responsive urban planning—ranging from curbing urban sprawl and encouraging density to promoting transit-oriented and mixed-use development, and protecting vulnerable areas.  
  
Through their research, students provided valuable insights into the state of land-use policy across regions, helping identify both promising practices and critical gaps. Their findings will support C40’s continued work with cities and offer a strong foundation for the development of urban policies at the intersection of planning and climate action.
